Blinds are also one of the few building-materials categories where the mechanism, not the appearance, decides whether the batch sells. Here is what we check on roller, zebra, venetian and cellular blinds before the container leaves China.
Blinds Are a Compliance Category, Not Just Decor
Cord accessibility is the issue. US 16 CFR Part 1260, effective 30 May 2023, sets requirements for operating cords on window coverings and relies on the ANSI/WCMA A100.1-2018 standard for its definitions and test methods, including cord shroud deflection and accessibility testing. Canada's Corded Window Coverings Regulations (SOR/2019-97) are even easier to measure on the floor: a reachable cord with one free end must not exceed 22 cm when pulled with a force of 35 N, and any loop that forms must not exceed 44 cm in perimeter. ⚠️
In practice, most US retail programmes now expect stock blinds to be cordless or to use an inaccessible short cord. So the first question on the floor is not "does it look right", it is "can a child reach an operating cord on this unit". If the answer is yes, nothing else in this article matters.

The Eight-Point Checklist We Run on Every Blind Order
- Cord and chain accessibility. Measure the reachable cord, check the loop perimeter, confirm the tension device or cord shroud is fitted, and confirm the child-safety warning label is present and legible.
- Bracket and headrail fit. Bracket steel thickness, screw count and hole alignment; headrail end caps seated; the unit mounts without shims.
- Width and drop accuracy. Measured against the confirmed order size at three points, with a tolerance you have written down — we use ±3 mm on fabric goods and tighter on rigid slats.
- Fabric and slat quality. Weave density or slat gauge checked with a caliper, no visible skew, no oil marks, no lamination bubbles.
- Colour and lot matching. All units in the shipment against the approved sample under the same light, with ΔE recorded, plus a check that one order is not a blend of two dye lots.
- Mechanism endurance. Raise/lower and tilt cycles on a sample from each batch code, not on the factory's demonstration unit.
- Bottom rail and hardware. Rail weight or hem bar present and straight, cords terminated cleanly, no exposed cut ends.
- Packing and identification. Carton count against the PO, drop test on packed cartons, FNSKU scan on every SKU, and a check that long cartons have end protection.
Why Mechanism Cycles Matter More Than Looks
Fabric either looks right on the pallet or it does not. Mechanisms fail later, in customers' windows, usually after your reviews start accumulating. 🔁
We cycle a unit from each batch code at least 30 raise/lower operations and 25 tilt operations, loaded as a customer would use it. On wide roller blinds, we measure tube sag at the centre under load; a 38 mm tube on a 2.4 m drop behaves very differently from the 25 mm tube the quotation probably assumed. On chain systems, we check that the chain tensioner is not just in the box but actually anchored, because that is the single most common fixable finding on import shipments.
The Order That Failed on Cords Alone
Last year a seller booked us for 9,600 roller and zebra blinds, $61,000, packed and waiting on three pallets in Guangdong. On paper it was a clean run: fabric matched, colours matched, sizes matched. 😬
We drew 200 units under AQL 2.5 Level II from sealed cartons. Nineteen units — about 9.5% — had an accessible chain arrangement with no tension device fitted, and four had loops that measured past the limit when we applied the pull test. Eleven units (5.5%) were short in drop by 8–14 mm against the confirmed size. Six headrail brackets came in at 0.9 mm steel against a 1.2 mm specification.
None of that would have shown up in a photograph of the product. All of it would have shown up in a retail compliance check or on a customer's wall. The supplier re-kitted 620 units with correct chains and tensioners, replaced the brackets, and re-cut the short drops — around $1,900 of factory-side rework and four days, for two inspection man-days at $338. The re-inspection landed at 1.1% majors and the container shipped on the original booking. 💸
Sampling Notes for Blind Orders
Blinds are usually bought in several sizes per SKU, which makes them a sampling trap. Treat each size as its own lot: AQL 2.5, general inspection level II, with cord and chain accessibility classified as a zero-tolerance safety category rather than a major defect.
